They would be more like seals or Dolphin, and they are mammals and their bio functions would correlate with humans more than fish
I have only ever seen mermaids depicted as scaly by Disney, and some folk may want to check the Folklore of the Orkney Islands, and Faroe Islands specifically the traditions about Selkies that marry human men and live on land and Merrows who take human women to live with them under the sea. These tales are also well known in Ireland, which is where my knowledge of them came from.
