I’m looking to live in and enjoy Scotland while I work on my Ph.D. Does the UK make it hard to obtain visas? Is the process time-consuming?

I am about to be employed by a company in Ireland. I presume I would be getting a European Union Work Permit? Which other countries is the work permit good for (a) employment or (b) travel?
What I mean to ask is, can I also work in some other countries with that work permit, or its only for Ireland? Which other countres can I visit (just for leisure) without requiring a Visa?
I’m planning on moving to Scotland in a year and want to start getting things prepared for it. I’m going to be living and working there for a year. I’ve researched google to find some answers on how to get a work visa but am still really confused. Is there any easier way to find out about work visas for the hopelessly confused? Please please give me some answers!!

I’m helping out a friend who plans to move to Ireland this year and work as a nanny through a agency. I am not sure whether she will be in Northern Ireland or The Republic of Ireland but i was wondering how she would apply for a visa for either country. If she will be in Northern Ireland should she go through the United Kingdom’s Visa service since Northern Ireland is part of the UK or does she need to do something different? I haven’t been able to find any information about Visas in The Republic of Ireland.
Fresh Talent Scheme is the initiative of Home Office which lets International Students other then EU to stay and work in Scotland for upto two years without any employment offer but to remain longer then these two years a person needs to switch into the work permit, HSMP or other relevent category.
